|CLIENT: Debt Management Office of Nigeria (DMO), LOCATION: Abuja, Nigeria|
The objective of the project was to provide a more efficient and a more secure platform for auctioning Nigerian sovereign debt. As part of the evaluation of possible technical solutions for the DMO’s bond auctioning platform, Messrs TTi was tasked with considering technical security issues, as well as operational security issues, such as the ability of primary dealer market makers to circumvent single investor limits by opening multiple accounts with different institutions. These issues were dealt with in innovative ways, such as through the employment of middleware with a very powerful reporting engine to monitor all transactions and by introducing mechanisms such as identifying investors using either RC or BVN identifiers. Best of breed technical solutions were selected, including Bloomberg for trading, Spotfire for reporting and Tibco for integration and to manage the post-trade settlement processes. These systems, as well as the overall integrated solution, were evaluated in relation to their technical security features and their operational security robustness. The project is in the last stages of execution.

The implementation of a Spatial Data Infrastructure and Geographic Information Service for the Imo State Ministry of Lands, Survey and Urban Planning as well as their Cross River State counterpart is inclusive of strategic consulting, specifications and tender documents for the implementations projects, project management, supervision and general capacity building activities. The procurement, installation and configuration of all ICT components, maintenance for the duration of the project, and the training of ICT staff and the computerization of selected workflows in Land, Survey and Urban Planning, beginning the exercise with a C of O Recertification program.

The optimization of the existing FOC infrastructure including: Conceptualization and design of an expanded FOC network to meet both the demands of the market and the licensing obligation of the Telecom Regulator, and – as Concessionaire to PHCN – the engagement of suitable and experienced telecom operators for the operation and management of the network for 15 years.

Design, procurement, installation, commissioning, and – for a specified period of time - management and maintenance of the INEC’s Electronic Voters Register, Virtual Private Network and Portal for Elections management, including: installation and testing of the relevant application software; Configuration of the relevant application software to the specifications (required, significant integration effort using interfaces to other relevant applications resident in INEC); migration of relevant legacy data to the application software database (or data warehouse – as applicable); training the relevant INEC personnel on the use and technical support of the relevant application software.
